Monrovia, Liberia-Tuesday, Nov. 11, 2025-In spite of the Liberian government reaching its first draft billion plus USD budget target for 2026, several portions of the National Housing Authority (NHA) draft budget were scratched out. The NHA, according to the draft budget, was only allotted a little over 1.3 million USD to fund administration and management costs, though the draft 2026 National Budget is 1.2 billion USD.
An NHA with such a limited budgetary support cannot leverage true and lasting development when close to 60% of Liberian citizens are homeless. Latest statistics released on the National Housing Authority, suggests that the country’s housing sector faces a severe affordability crisis, with high construction costs, limited finance, and poverty making decent housing unattainable for most citizens, with urban areas including Monrovia experiencing over-crowdedness, huge slums, lack of funding and comprehensive policies, among others.
Presently, the housing sector requires 200,000 new dwelling homes to reduce the issue of over-crowdedness, 163,035 housing units to up keep the growing population, and 4,891 housing units needed to replace old and damaged housing at 3% per annum.
70% of Liberia’s population lives in slums under devastating housing conditions, with a total of 512,000 urban dwellings needed by 2030, the World Bank 2020 Report disclosed.
With such damning appraisal of the national housing sector of Liberia, direct GOL investment (AAID PROPOSAL – 2026 -2029) for Civil Servants’ Housing Project is already completed, vetted and validated by the MFDP and submitted for funding at a cost $16.8 million. The report emphasized that there’s also a need to establish a National Housing Trust Fund and Civil Servants Housing Access Act 0f 2025 which has been drafted and submitted to Law Reform Commission for verification and onward submission to the Cabinet and National Legislature.
Meanwhile, the NHA wants an amendment and restating of the National Housing Authority Act of 2025, Public Private Partnerships (PPPs) – GOL to ensure an investment-friendly environment for housing development by the allocation of prepared lands for the investments, set-up affordable housing schemes such as; the National Mortgage Scheme (NMS), to make housing more accessible – National Housing and Agriculture Bank to be opened within months.
