Bopolu City, Gbarpolu County | January 20, 2026 | The Sixteen Judicial Circuit Court in Gbarpolu County has denied the Liberia Anti-Corruption Commission’s (LACC) motion to change the venue of the high-profile Yellow Machine Case.
The case involves allegations of corruption and misuse of public resources linked to the procurement and management of three heavy-duty equipment – a Bulldozer, Excavator, and Grader, valued at $425,000, intended for county development.

The defendants include: Sam K. Zinnah, Superintendent of Gbarpolu County, Omaru Sheriff, CEO of City Lion, J. Keyah Saah, former Superintendent of Gbarpolu County, Anthony Yorkor, former Fiscal Superintendent and Robert Benda, former Chairman of the Gbarpolu Project Management Committee.
The LACC argued that Superintendent Zinnah’s position and influence could intimidate jurors or unfairly shape the proceedings.
However, Judge Zuballah A. Kizeku ruled that the presence of defendants in their positions doesn’t necessarily imply an unfair trial, citing Article 3 of the 1986 Constitution.
Article 3 of the 1986 Constitution allows the President with the exclusive power to appoint and dismiss or suspend.
The court considered three elements in its ruling:
- Some defendants are government officials, including Superintendent Zinnah
- The President has not suspended Superintendent Zinnah from his job despite the indictment
- The defendants’ presence might cause an unfair trial to the state’s interest
Judge Kizeku deemed the latter argument “speculative and imaginary with no evidence”.
He then said that the case will proceed to trial on its merits.
Notably, the LACC investigation revealed that the $425,000 for the Bulldozer, Excavator, and Grader was paid 100% in one time to the vendor, City Lion, raising concerns about the transaction’s transparency.
Meanwhile, reading this ruling on Tuesday’s edition of The Daily Talk on the Voice of Gbarpolu, several citizens of Gbarpolu County called in, asking for a timely and fair judgment; expressing frustration over the delayed delivery and poor condition of the equipment.
