Monrovia, September 29, 2025 – The U.S. Embassy in Monrovia recently hosted a meeting between Sara L. Horner, the U.S. Political and Economic Counselor, and Liberia Telecommunications Authority (LTA) Commissioners Ben Fofana and Patrick R. Honnah.

The discussion centered on promoting U.S. telecom investment in Liberia, building on the country’s growing telecom sector.

According to the LTA, the meeting highlighted the potential for further collaboration between the U.S. and Liberia in the telecom sector. The LTA has granted Starlink a provisional one-year license to operate in Liberia, and recent regulatory steps now permit the company to act as a nationwide retailer.

Counselor Horner praised Liberia’s investment climate and committed to advocating for the country with U.S. stakeholders. She emphasized that enabling American companies to operate effectively is crucial for deeper bilateral commercial ties.

The LTA Commissioners outlined the authority’s efforts to modernize its legal framework for telecommunications, aiming to attract a broader set of markets and stimulate competition. This development is expected to lower consumer barriers and expand broadband access in underserved areas.

Liberia’s telecom sector has experienced substantial growth, driven by increased investment from GSM networks and government initiatives. The sector’s expansion has led to increased mobile penetration and improved internet access.

The meeting between the U.S. Embassy and the LTA demonstrates the commitment of both parties to further develop Liberia’s telecom sector and promote investment opportunities.

As Liberia continues to develop its telecom infrastructure, the country is poised to attract more investment and expand its digital economy. The collaboration between the U.S. Embassy and the LTA is expected to play a key role in shaping the future of Liberia’s telecom sector.
