Monrovia, Liberia, Thursday, Nov. 13, 2025 -The Government of Liberia, in partnership with the European Union (EU) and the International Fund for Agricultural Development (IFAD), has launched the Investing in Livelihood Resilience and Soil Health (ILSA) program.
This 5 million initiative aims to restore soil health, promote climate-smart agriculture, and enhance the resilience of smallholder farmers across Liberia.
The project will support over 5,300 farmers, with a focus on women and youth, to improve their livelihoods and contribute to the country’s agricultural transformation, establish 100 model farms, support youth-led green enterprises, and strengthen national soil laboratories to drive lasting rural transformation.

The ILSA program builds on the success of ongoing EU- and IFAD-supported projects, such as the Smallholder Agriculture Transformation and Agribusiness Revitalization Project (STAR-P) and the EU-funded From Product to Production: Peer-to-Peer (P2P) initiative.
These programs have enhanced agricultural value chains, strengthened seed systems, and improved standards and certification.

This is a major step in the right direction. As we move forward with implementation, I assure our partners that every euro will be spent effectively and that beneficiaries across the country will feel the impact.” – remarked Dr. J. Alexander Nuetah, Agriculture Minister.
The ILSA program underscores the strong partnership between the European Union, the Government of Liberia, and IFAD in advancing Liberia’s path toward a more resilient, sustainable, and inclusive agricultural sector.
This initiative contributes directly to food security, climate adaptation, and economic growth.
