Monaco | March 12, 2026| On March 10, 2026, His Excellency Dr. Teeko Tozay Yorlay, Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the Principality of Monaco, today formally presented his Letters of Credence to His Serene Highness Albert II, reaffirming Liberia’s commitment to deepening diplomatic, economic, and environmental cooperation between the two nations.
During the official ceremony, Ambassador Yorlay conveyed warm greetings and best wishes from Joseph Nyuma Boakai, President of the Republic of Liberia, as well as from the Government and people of Liberia. He underscored Liberia’s high regard for the Principality’s global leadership in environmental protection, humanitarian action, sustainable development, and multilateral diplomacy.
“Liberia holds the Principality of Monaco in very high esteem,” Ambassador Yorlay stated. “We deeply admire Monaco’s principled and forward-looking leadership in advancing human rights, environmental sustainability, and global cooperation.”
The Ambassador commended Monaco’s expanding diplomatic engagement and its 2026 foreign policy priorities, including its historic presidency of the Committee of Ministers of the Council of Europe. He praised the Principality’s focus on protecting children’s rights, combating violence against women, and fighting organized crime as strong demonstrations of its commitment to humanitarian diplomacy and international justice.
Ambassador Yorlay further applauded Monaco’s leadership in ocean governance and environmental innovation, highlighting initiatives such as the Blue Economy and Finance Forum, support for the BBNJ Treaty on the High Seas, and engagement with the Space4Ocean Alliance, which leverages advanced technologies to promote marine sustainability.
Liberia and Monaco share a longstanding relationship grounded in mutual respect, shared values, and a commitment to peace, environmental stewardship, and international cooperation. The partnership has been particularly meaningful in areas including maritime affairs, climate advocacy, biodiversity protection, and sustainable development.
Under President Boakai’s leadership, Liberia is implementing its ARREST Agenda for Inclusive Development—focusing on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism. Ambassador Yorlay noted that these priorities align closely with Monaco’s emphasis on sustainability, innovation, responsible investment, and environmental protection, creating strong opportunities for enhanced bilateral collaboration.
The Ambassador extended an open invitation to Monegasque investors, entrepreneurs, foundations, and companies to explore opportunities in Liberia. Priority sectors include sustainable agriculture and agro-processing, eco-tourism, infrastructure development, renewable energy, maritime services, fisheries management, and logistics. He emphasized Liberia’s strategic location along the West African coast, its young and dynamic population, and ongoing economic and governance reforms as key advantages for investment and partnership.
Education and human capital development were also highlighted as central pillars of Liberia’s long-term transformation. Ambassador Yorlay expressed interest in strengthening cooperation with Monegasque educational institutions and training centers, particularly in marine sciences, environmental management, hospitality, and public administration.
Although resident in Paris, Ambassador Yorlay affirmed his full commitment to actively advancing Liberia’s diplomatic mission in Monaco. He pledged to work diligently to foster dialogue, expand trade and investment ties, and strengthen people-to-people exchanges between the two nations.
“As we begin this new chapter,” Ambassador Yorlay said, “Liberia stands ready to work closely with the Principality of Monaco to advance peace, sustainable development, environmental protection, and shared prosperity. Together, our nations can continue to contribute meaningfully to global progress.”
The Government of the Republic of Liberia expressed appreciation to His Serene Highness for the honor of receiving its Ambassador and reaffirmed its confidence that Liberia–Monaco relations will continue to flourish in the spirit of enduring friendship and cooperation.
Additionally, Ambassador Yorlay conveyed to His Serene Highness that His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, would be most delighted to welcome him to Liberia soon.
In response, His Serene Highness happily accepted the invitation and indicated that he would be pleased to consider a day’s visit to Liberia in the near future.
