Nicosia, Cyprus |February 13, 2026 |His Excellency Dr. Teeko Tozay Yorlay, Sr., Ambassador of the Republic of Liberia to France and concurrently accredited to the Republic of Cyprus, held a series of productive meetings with senior officials of the Government of Cyprus today to advance bilateral cooperation.

Ambassador Yorlay met with Her Excellency Ambassador Theodora Constantinidou, Permanent Secretary of the Ministry of Foreign Affairs of Cyprus, at the Ministry’s headquarters in Nicosia.

The discussions highlighted the longstanding and friendly relations between Liberia and Cyprus and reaffirmed both nations’ commitment to enhancing collaboration across multiple sectors, including scholarships, agriculture, maritime affairs, trade and investment, health, education, tourism, youth and sports, and strengthened engagement in multilateral mechanisms promoting global peace and stability.

During the meeting, Ambassador Yorlay congratulated Cyprus on its Presidency of the Council of the European Union and expressed appreciation for Cyprus’s ongoing partnership and constructive engagement with Liberia. He emphasized Liberia’s dedication to advancing its economic diplomacy agenda and encouraged heightened private-sector engagement to unlock new opportunities for growth and investment.

In turn, Permanent Secretary Constantinidou welcomed Ambassador Yorlay warmly and congratulated Liberia on its election as a non-permanent member of the United Nations Security Council. She also commended Liberia for its sustained support of the United Nations Peacekeeping Force in Cyprus (UNFICYP). Ambassador Constantinidou reaffirmed Cyprus’s commitment to deepening bilateral ties and underscored the importance of continued dialogue and cooperation at both bilateral and multilateral levels.

Thereafter, both officials agreed on the drafting, signing, and implementation of bilateral instruments to strengthen cooperation in areas of mutual interest.

Earlier in the day, Ambassador Yorlay also met with Mr. Neophytos Charalambides, Minister of Health of the Republic of Cyprus, to explore collaboration in the health sector. Minister Charalambides provided insights into Cyprus’s healthcare system, highlighting recent reforms, digital health initiatives, and advances in primary healthcare delivery.

Ambassador Yorlay outlined Liberia’s health priorities, including workforce development, infrastructure improvement, and expanded access to essential health services, particularly in rural areas.

Both sides discussed opportunities for joint training and professional development for healthcare workers, as well as collaboration in public health surveillance, disease prevention, emergency preparedness, maternal and child health, epidemic response, and non-communicable disease management.

The meetings concluded with expressions of mutual appreciation for constructive and forward-looking engagement, reaffirming the shared commitment of Liberia and Cyprus to advance practical initiatives that strengthen bilateral relations.

Accompanying Ambassador Yorlay at both meetings was Mr. Aaron T. Guanue, First Secretary and Consul at the Embassy of Liberia to Cyprus.
