Monrovia, Liberia-Thursday, May 01, 2025-The Liberia Land Authority (LLA), in collaboration with representatives from key institutions, convened a one-day high-level meeting of the Technical Working Group (TWG) on Land Administration and Enforcement at its office; on Ashmun Street, Monrovia on Tuesday, April 29, 2025.
Guided by Her Honor Sie-A-Nyene Gyapay Yuoh, Chief Justice of the Republic of Liberia, the Ministry of Justice, and Chairperson of the Board of Commissioners LLA, the TWG brings together key institutions such as the Ministry of Justice (MoJ), the Supreme Court of Liberia, the LLA, the Liberia National Police, Trial Judges, and the Ministry of Public Works. Additional stakeholders will join as necessary to ensure a holistic approach.
The TWG’s objective is to harmonize efforts, prioritize community engagement, and design conflict-sensitive strategies to foster equitable and peaceful land administration. This initiative reflects the Chief Justice’s leadership and vision, which have been instrumental in the group’s progress and its efforts to address critical land governance challenges.

The TWG’s diverse membership underscores its collaborative mandate, which is focused on two key pillars:
1. Enforcing Court-Ordered Surveys: Ensuring compliance with judicial rulings to resolve land disputes effectively.
2. Tenure Security Reforms: Addressing underlying causes of tenure insecurity and land-related conflicts in Liberia.
Dr. Mahmoud Solomon, LLA Commissioner of Land Administration, highlighted the importance of this initiative: “Land administration is critical for equity, conflict reduction, and sustainable development. Yet challenges such as inadequate record-keeping, rogue actors, and community fears of dispossession obstruct progress and perpetuate cycles of violence. The TWG bridges gaps between legal frameworks and practical implementation.”
Dr. Solomon also emphasized the TWG’s role as a platform for coordination, consultation, and enforcement among key institutions involved in land tenure security and administration.
Mr. Samuel F. Kpakio, Chairman of the LLA, lauded the collaborative efforts of the TWG and its members: “Your dedication has been instrumental to this initiative’s progress. Special recognition is owed to Chief Justice Sie-A-Nyene Gyapay Yuoh, whom I regard as the driving force behind the TWG. Her innovative leadership and steadfast support have driven the TWG, uniting diverse stakeholders toward a common goal.”
The session concluded with a renewed commitment to advancing equitable and conflict-sensitive land governance. Immediate next steps include finalizing rapid-response protocols for survey enforcement, establishing systems to address underlying issues in land administration and conflict resolution, and launching community awareness campaigns on land rights. These actions seek to enhance institutional trust, minimize disputes, and foster tenure security and sustainable development throughout Liberia.
