Monrovia, Liberia | January 22, 2026| The Governance Commission (GC) and National Identification Registry (NIR) are set to sign a Memorandum of Understanding (MoU) to enhance civic education efforts, following a working visit by GC to NIR on January 20, 2026.

Led by Commissioner Cytirus K. Kerby, the GC delegation expressed appreciation for NIR’s transformations under Executive Director Andrew Peters’ leadership.

The visit aimed to understand the National ID Card’s value and explore ways GC can support NIR’s civic education.

Executive Director Andrew Peters welcomed the partnership, emphasizing NIR’s openness to collaborations with government agencies, private sector, and civil society to promote National Biometric Identification System (NBIS) enrollment.

This partnership aligns with Liberia’s digital transformation efforts, enhancing public service delivery and transparency. A tour of NIR’s new headquarters followed the discussion.

In Liberia, NBIS enrollment can significantly improve governance, security, and development outcomes as it provides reliable data for planning, resource allocation, and development. Biometric identification helps prevent identity fraud and ensures national security, it streamlines access to government services, reducing bureaucracy and corruption.

Meanwhile, the NBIS ensures all citizens, including marginalized groups, are registered and counted. It boost financial inclusion, attract investments, and support economic development.

The National Identification Registry (NIR) is Liberia’s central agency responsible for registering citizens and issuing national IDs. NIR’s work enhances transparency, security, and service delivery in Liberia.
