Monrovia, Liberia |Tuesday, Dec. 23, 2025| The Liberia Telecommunications Authority (LTA) at the weekend unveiled its bold 5-year strategic plan (2025-2029) at a high-profile event at the Bella Casa Hotel; bringing together top sector stakeholders, service providers, and key partners.
The event marked a significant milestone in Liberia’s digital transformation journey, highlighting the country’s commitment to expanding universal connectivity and fostering digital inclusion.
The 2025-2029 Strategic Plan outlines a comprehensive roadmap for LTA to achieve its vision of a connected Liberia, aligning with the goals of the International Telecommunication Union (ITU), the African Telecommunications Union (ATU), and the Government’s Agenda for Inclusive Development (AAID).

The plan focuses on three key areas: expanding universal connectivity, strengthening regulatory oversight, and promoting digital inclusion.
LTA Chairperson Clarence K. Massaquoi rallied attendees, calling for a collective approach to execute the plan’s major goals. “Together, we will deliver a connected future for all Liberians,” he declared, emphasizing the Board of Commissioners’ commitment to boosting staff capacity and sector productivity.
Chairperson Massaquoi highlighted the importance of collaboration among stakeholders to achieve the plan’s objectives, stating, “We must work together to ensure that the benefits of digital transformation reach every corner of Liberia.”
Key initiatives include expanding services through the rural telephony project to reach unserved and underserved communities, closing critical gaps in telecommunications.
The plan also aims to promote innovation and growth across Liberia’s telecommunications landscape, with a focus on emerging technologies such as 5G, cloud computing, and cybersecurity.
The event featured presentations from key stakeholders, including representatives from the ITU, ATU, and the Government of Liberia.

Several speakers emphasized the importance of a coordinated approach to achieving Liberia’s digital transformation goals, highlighting the need for investment in digital infrastructure, capacity building, and policy frameworks that support innovation and competition.
Stakeholders expressed optimism for rapid progress nationwide, with many praising the LTA’s leadership and commitment to driving Liberia’s digital future.
“The LTA is taking bold steps to transform Liberia’s telecommunications sector,” said a representative from the private sector. “We are confident that this strategic plan will yield significant benefits for the country and its people.”
