    NIR Launches Ambitious 5-Year Plan to Transform Liberia’s Identity System

    Monrovia, Liberia | January 14, 2025 |The National Identification Registry (NIR) has unveiled a comprehensive Five-Year Strategic Plan (2026-2030) aimed at revolutionizing Liberia’s identity system and driving inclusive development.

    The plan, aligned with the Government’s ARREST Agenda, focuses on creating a secure, trusted, and inclusive identity system for all Liberians and legal residents.

    The NIR’s Executive Director, Hon. Andrew Peters, emphasized that the plan is more than an institutional roadmap – it’s a national commitment to ensuring every Liberian is visible, recognized, and empowered.

    “Identity is the gateway through which citizens access services, exercise rights, participate in the economy, and engage with government,” Andrew Peters averred.

    Key objectives of the NIR Five-Year Strategy Plan is to expand enrollment to rural and underserved communities, strengthen accountability and transparency, implement digital ID, mobile credentials, and interoperability platforms, as well to modernize digital and physical infrastructure including to ensure data protection and compliance with regulations.

    In order to foster partnerships and ensure long-term sustainability, the plan acknowledges challenges such as low national coverage, infrastructure constraints, and fragile public trust, and responds with a bold, pragmatic, and citizen-centered reform agenda.

    Hon. Peters emphasized the need for sustained political leadership, public investment, and collaboration to implement the plan. “The NIR stands ready to lead this collective effort, guided by national priorities and global best practices, and anchored in the shared objective of inclusive development,” he said.

    The successful implementation of this plan, the NIR said is expected to strengthen Liberia’s governance, accountability, and digital future, leaving no one behind.

    The National Identification Registry (NIR) in Liberia serves several key functions. The registry aims to promote inclusive development, improve governance, and enhance security through a reliable identity system.
