Monrovia, Liberia, November 19, 2025- The National Identification Registry (NIR), in collaboration with the World Bank and the ID4D Mission, has commenced a week-long technical working session to assess and enhance the current NIR system in preparation for the upcoming mass enrollment.

This critical engagement brings together key stakeholders from government institutions and the private sector to drive improvements in Liberia’s national identification ecosystem.

Participants include representatives from the National Identification Registry (NIR), Central Bank of Liberia (CBL), EcoBank Liberia Ltd, Liberia Telecommunications Authority (LTA), National Elections Commission (NEC), the World Bank, and Mobile Network Operators (MNOs).

Their collective expertise is essential to advancing a more efficient, inclusive, and technology-driven national ID system.

At the official opening ceremony, the Minister of Internal Affairs and Chairman of the NIR Board of Registrars lauded the initiative, emphasizing its importance in accelerating the mass enrollment of citizens and residents into the National Biometric Identification System (NBIS).

“A robust national ID system is foundational to national security, financial inclusion, and service delivery,” he stressed, urging all development partners and NIR leadership to act swiftly and strategically.

NIR Executive Director, Hon. Andrew Peters, presented the institution’s comprehensive roadmap and strategic plan for the mass enrollment campaign, reaffirming NIR’s commitment to ensuring every Liberian citizen and lawful resident is registered in the NBIS.

“The new system will significantly improve identity verification, reduce fraud, and enhance access to social and economic services nationwide,” he said.

Over the week, the session will review system performance, identify gaps, and recommend upgrades to support a seamless nationwide registration process.

It will also strengthen inter-institutional coordination, ensuring Liberia’s identification system meets global standards and best practices.

The NIR remains dedicated to delivering a modern, reliable, and secure identification system that supports national development and strengthens public trust.
