Monrovia, Liberia-Wednesday, April 30, 2025-In adherence to the Authority’s statutory functions, Article 8.1(c) of LLA Act of 2016, and Section 2(a) of the Act Against Criminal Conveyance of Land of 2014, the Liberia Land Authority in collaboration with Liberia National Police have apprehended and forwarded to the Smell-No-Taste Magisterial Court suspect Saturday Gbar David for criminal conveyance (illegally conveying a parcel of land) and forgery.

The Liberia Land Authority’s action is based on four months investigation conducted by its Land Disputes Resolution Section in a case involving Papin Daniels, representing the Lord’s Pentecostal Church International vs Kadiatu Kaba, a private citizen allegation of encroachment on a property, lying and situated on the RIA Highway area in Kpaye Town, Lower Margibi County.
During the investigation, it was established that Saturday Gbar David, who posed himself as owner and administrator of the property criminally sold three lots of land to Madam Kadiatu Kaba for the amount of nine thousand United States Dollars (9,000,00USD).
To perpetuate his dubious act, suspect Saturday Gbar David willfully prepared a fake administrator deed and transacted businesses on same and duped Madam Kadiatu Kaba. In further validation of his criminally planned con act, suspect Saturday Gbar David forged the seals and stamps of the Liberia Land Authority/LLA and also that of the Center for National Documents, Records and Archive/CNDRA, including the signatures of some past officials of the LLA and that of the Probate Court.
Criminal Conveyance is a felony of the second degree under Section two of the Criminal Conveyance Law of 2014 which states “A person is guilty of a criminal conveyance of land, a felony of the second degree, if he/she conveys to another person through sale, gift, or mortgage or lease a parcel of land that he/she has no title to by purchase, gift, or inheritance evidenced by deed, traceable to the Republic of Liberia, from the lawful owner or by any other lawful means”.

Upon completing the investigation, the Liberia Land Authority investigative team headed by Mr. Edward Gworlekaju under the supervision of Director Julius B. Kawa and LLA Legal Office, in collaboration with the Liberia National Police forwarded to the Smell-No-Taste Magisterial Court suspect Saturday Gbar David for criminally conveying a parcel of land that he has no legitimacy to by legal title, and his deliberate action of forging the stamps of the Liberia Land Authority (LLA) and Center for National Documents, Records and Archive(CNDRA).
