Zwedru City, Grand Gedeh | May 3,2026 |The Civil Service Agency (CSA), in collaboration with the Ministry of Health (MoH), has launched a Health Workforce Baseline Study aimed at strengthening Liberia’s healthcare system, beginning in the southeastern region.
The initiative was officially unveiled on May 2, 2026, at Martha Tubman Memorial Hospital in Zwedru, Grand Gedeh County, marking a significant step towards improving accountability and efficiency in the public health sector.
Speaking at the launch, CSA Director-General Dr. Josiah F. Joekai Jr. emphasized the agency’s determination to reform public service by addressing inefficiencies and ensuring transparency.

He noted that the study will focus on verifying the physical presence and employment status of health workers while identifying irregularities such as ghost workers and duplicated roles within the government payroll system.
The baseline study targets health employees and volunteers across five southeastern counties—Grand Gedeh County, River Gee County, Sinoe County, Maryland County, and Grand Kru County.
According to Dr. Joekai, the exercise will also assess staff deployment based on healthcare facility needs and service demands, establish a reliable personnel database, and provide actionable recommendations for workforce optimization.
The event drew the attendance of several government officials, including Grand Gedeh Superintendent Alex Chersia Grant and representatives from the county health and education sectors.

Superintendent Grant praised the initiative, describing it as a timely intervention that could help integrate long-serving volunteer health workers into the government payroll, thereby boosting morale and service delivery.
The exercise commenced with more than 50 health workers at Martha Tubman Memorial Hospital presenting their credentials for verification.
Conducted by CSA personnel analysts and data technicians, the pilot study is expected to inform future policy decisions and serve as a foundation for a nationwide personnel verification program aimed at strengthening Liberia’s health workforce management system.
