Monrovia, Liberia |Feb. 8, 2026| The National Elections Commission of Liberia (NEC-Liberia) has announced three major personnel transfers and promotions affecting the Communications, Political Affairs, and Monitoring and Evaluation (M&E) Sections of the Commission.

According to an official NEC release, the decision was made “Following a high-level recommendation from the Department of Administration and the Secretariat, the NEC Board of Commissioners (BoC) has approved the transfer of Mr. Prince Dunbar, outgoing Director of Communications, to the position of Director of Political Affairs”.

Mr. Dunbar brings a wealth of experience to this new role, having demonstrated exceptional leadership throughout his long and distinguished tenure with the Commission.

Mr. Titus W. Tokpah, Sr., who has served diligently as Deputy Director of Communications since joining the Commission in July 2024, has been promoted to Director of Communications.

According to the NEC, Mr. Tokpah has been instrumental in advancing the Commission’s image and public outreach by effectively overseeing media relations, public messaging, the promotion and visibility of the Commission’s activities.

Meanwhile, the Director of Political Affairs, Mr. Michael A. Clarke, who previously served as Deputy Director of the Monitoring and Evaluation Section, has been transferred to serve as Director of the M&E Section.

With his extensive experience and institutional knowledge, Mr. Clarke is well qualified to return to the Monitoring and Evaluation Section to provide effective leadership and operational management.

The NEC Secretariat strongly recommended the transfers and promotions to address critical staffing needs, enhance operational effectiveness, and ensure the Commission’s continued success in fulfilling its mandate.

The NEC release then concluded by adding, “These administrative changes, according to the NEC, takes effect as of Monday, 9 February 2026”.
