Monrovia, June 17, 2025 – The Trump administration has placed Liberia on a list of 36 countries whose citizens may be banned from traveling to the U.S., according to a draft memo obtained by The Washington Post. The memo, signed by Secretary of State Marco Rubio, gave Liberia and other listed countries 60 days to meet new immigration and security requirements.
Countries were expected to submit an action plan by a set deadline. The decision was based on factors like weak government institutions, unreliable identity documents, widespread fraud, and high visa overstay rates Liberia being one of the worst, with one in four visitors overstaying.
The U.S. has taken a tougher stance on illegal immigration under President Trump, warning of serious consequences for violations such as overstaying visas, lying to get a visa, or working without permission. These consequences include deportation, jail, and future visa bans.
The travel ban would be a significant step in Trump’s broader immigration crackdown, which has already affected nearby countries like Sierra Leone. The U.S. is also pressuring countries to accept deported individuals and consider “safe third country” agreements to help reduce illegal immigration.
Liberia’s Foreign Minister, Sara Beysolow Nyanti, acknowledged the issue and confirmed ongoing discussions with U.S. officials. She admitted Liberia’s visa overstay rate is even higher than that of Sierra Leone, which is already facing restrictions.
In May, Nyanti met with U.S. Deputy Secretary of State Christopher Landau to address immigration concerns and strengthen U.S. Liberia cooperation. Their meeting also covered economic diplomacy and a future U.S.-Liberia partnership dialogue planned for July 2025. The shift in U.S. foreign policy now emphasizes immigration control and economic deals, like the major Ivanhoe Atlantic rail project in Liberia.
